An idea

We keep reading about threat of portable nuclear weapons and terrorists. What if state tries the same thing? I believe it wouldn't be very difficult to smuggle a suitcase, whatever be it's contents. Say country X smuggles 10 such things and places them in 10 strategic locations of country Y. Does X ever need to fight a conventional war with Y?
Still better, Y also does the same thing.:)
